BMKPC are seeking a highly motivated and dynamic professional to take up the challenging and rewarding role as our Parish Clerk. BMKPC is currently undergoing a period of expanding and growing its activities and community involvement within what is already one of the largest parishes in Milton Keynes.
BMKPC is looking for a self-starter with a strong vision as to how a Parish Council can deliver tangible and measurable benefits to both the residents and the community.
Heading a team of three (Parish Clerk, Community Officer and Community Engagement and Operations Officer) the successful candidate will manage a budget of approximately £280K per annum as a part of the Finance Officer role within this position. Previous experience of managing staff would be an advantage.
The Parish Council has responsibility for several large areas of the green space and other areas within the parish, 4 allotment sites (rising to six later this year) as well as a number of assets including a pavilion and various other smaller buildings
This is a ‘hands on role’ and the successful candidate should have a proven track record in delivering a wide range of projects along with excellent written and verbal communication skills. This role requires experience of managing finances, acting as the Responsible Financial Officer, and leading the further development of staff. BMKPC has a long-established relationship with other organisations and groups within the parish and therefore a strong desire and aptitude for continuing and further developing partnership working is essential. This role requires the post holder to be able to deal patiently and positively with a wide range of personalities and opinions from both residents and councillors.
The ability of the successful candidate to manage change, work flexibly, deal with unexpected and sometimes complex issues is important. The Parish Clerk needs to be solution-focussed when met with challenging circumstances and be able to adjust and juggle priorities to provide solutions.
The Parish Council consists of 12 seats (of which 2 are currently vacant). Full Council meets monthly and in addition there are a number of committees and working groups which meet on weekday evenings across the month. The Parish Clerk is expected to attend most of these meetings.
This role is for 37 hours per week including any evening meetings attended. Holiday entitlement is 25 days, excluding Bank Holidays. The holiday entitlement rises by 1 day for each full year of service up to a maximum entitlement of 30 days. BMKPC is also prepared to consider flexible working arrangements if required. Salary is in line with NALC/SLCC pay scales although a premium may be considered for an outstanding candidate. SP 37 is the top of the salary band for this position.
The successful candidate will be an experienced Clerk, preferably holding or willing to work towards once in post, a recognised qualification in Local Government administration. BMKPC’s preference would be a CiLCA level qualification.
