Position Details

Halton Parish Council is a Chiltern Strip Parish, running from Wendover Woods, past most of RAF Halton and ending at the end of Airfield Road.  The parish has four distinct but intrinsically related areas: 1. Wendover Woods which is in the AONB and MGB; 2. RAF Halton Camp which is in the MGB and incorporates Halton House and its historic Grade II listed parkland; 3. Halton Village, a Conservation Area with the Wendover Arm of the Grand Union Canal passing through the centre; 4. The village farm comprising a mix of arable and livestock land which is adjacent to RAF Halton’s grass Airfield.

Currently, the Parish Council consists of seven pro-active members who meet in Halton Village Hall on the third Wednesday of every other month, at 7.30 pm.

The Halton Neighbourhood Plan is currently being developed and will be a priority during 2022.

RAF Halton is closing in 2025 and the land is being developed for housing.  The Parish Council is a major stakeholder in the process and holds regular meetings with the Defence Infrastructure Organisation and other stakeholders. Buckinghamshire Council is preparing a separate Strategic Planning Document for the site, the planning process is a priority area of work for the Parish Council.

The closure and development of the site will impact on the Clerk, as the job will become busier over time and will require extra hours, or the potential for a future job share.

An understanding of Local Government (the role of Town and Parish Councils) and experience in accountancy and financial planning are desirable but not essential. The successful candidate will be required to complete appropriate training and become a member of the professional body The Society of Local Council Clerks.

The current Clerk works out of the Parish office in Halton Village Hall, where there is a meeting room and up to date printing facilities and a laptop.

The role requires 12 hrs per week, currently split over 4 days. Flexibility is required with the ability to attend evening meetings as necessary.
