Hours: 2 per week

Salary: NJC Scale LC1, scale points 10 to 17 (£11.28 to £12.95 per hour), depending upon experience, CiLCA qualification and transferable skills.

Hulcott is a small parish to the north-east of Aylesbury. Much of the parish is within a Conservation Area surrounding the Village Green. We have around 45 residential properties and a nursing home with an electoral role of just over 100 and an annual precept of £4,200 (FY 22/23).

Job Description: The Clerk provides administrative support to the Council and, as the Responsible Finance Officer, is also required to manage the Council’s finances. Duties include:


  • Managing Parish Council meetings – this will include the preparation of agendas, taking and distributing minutes and working with councillors to ensure that outcomes are actioned within the agreed timelines
  • Ensuring that planning applications are considered, and that the Council’s response is submitted in a timely fashion to Buckinghamshire Council via the planning portal
  • Dealing with correspondence and enquiries to the Council and ensuring appropriate action is taken
  • Working with any contractors and other service providers that may be engaged by the Council to provide services to the parish
  • Maintaining the Parish asset register
  • Ensuring that the Parish Council website is kept up to date with meeting agendas and minutes, news and required financial and governance-related information in accordance with the requirements of current regulations
  • Advising and seeking approval from the Council on updating and / or introducing new policies based on best practise or legal requirements
  • Other duties as and when required.

Responsible Finance Officer

  • Managing the Parish Council’s finances, including regular reconciliations and the preparation of annual accounts for submission for internal and external audit
  • Payroll and PAYE
  • Presentation of financial summary at each Council meeting (including YTD actual against budget)
  • Payment of invoices, banking, VAT reclaim
  • Proposing an annual budget for approval by Council and subsequently requesting the precept from Buckinghamshire Council


You will be required to attend 4 parish council meetings annually, which usually take place on Tuesdays, and extra ordinary meetings as required.

You must have some administrative experience and, in the role of Responsible Financial Officer, be able to maintain accurate financial records using Microsoft Excel.

You will also be comfortable using various online portals, such as Buckinghamshire planning portal, and BMKALC resources (Buckinghamshire & Milton Keynes Association of Local Councils).

Candidates must possess a high standard of oral and written communication skills, be computer literate and proficient in the use of Microsoft Office software (particularly Word and Excel), be capable of working independently and using initiative, and be able to deal with a range of issues.

Previous experience in local government at any level will be helpful but is by no means essential. A complete handover will be made, and training provided where necessary. A dedicated laptop is provided.
