CilCA 2023 – BMKALC Building your CiLCA Portfolio

The Certificate in Local Council Administration (CiLCA) is the professional standard in the local council sector.

Who can take CiLCA? 

Clerks, Assistant Clerks and officers working with local councils. When a council’s chief officer attains CiLCA, the council may be eligible to apply for the Local Council Award Scheme (Quality and Quality Gold) and also able to use the General Power of Competence (GPC).

You will need a good working knowledge and understanding of the clerk’s role and work involved. We recommend that you are in post for a minimum of 12 months before applying for the CiLCA qualification.

If you feel you have good reason to train for CiLCA before being in post for 1 year please contact us in advance to discuss this matter.

What is involved

Achieving the CiLCA qualification is in two parts, these parts may overlap.  BMKALC provides the education and support to complete a substantial portfolio of evidence and the SLCC who are the certifying body, will assess and approve the portfolio.

BMKALC hosts 6 sessions during which we will take you through the 5 units and help you gain the knowledge and the tools you need to build your CiLCA portfolio.

When and where:

The complimentary introductory session provides an outline of the qualification and work required to complete successful portfolio, for interested candidates, you must book a free ticket below to register your attendance.  

Subsequent sessions will be held at Judges Lodgings, Aylesbury and will run from 10am to 3pm. Lunch and refreshments will be provided, please let us know if you have any specific dietary requirements on booking.

BMKALC Cost: £350 for members and £500 for non-members, (non-vatable)

The SLCC cost for CiLCA qualification is £450 (non-vatable) and is payable on registration to the Society of Local Council Clerks (SLCC).  There is a bi-monthly intake and you will have 12 months from the intake date to complete your portfolio. We recommend that you do not register until after your first BMKALC session. You are not required to be a member of SLCC to complete the qualification.
