The Annual Governance and Accountability Return (AGAR) is one of the most important responsibilities for parish and town councils, yet it can often seem complex and daunting. This practical, step-by-step course is designed to demystify the year-end process and provide clerks, RFOs, councillors, and council staff with the knowledge and confidence needed to successfully complete the AGAR

Delivered by Lewis Anderson PSLCC, an experienced local government clerk & RFO, internal auditor and Lead Member on the Internal Audit Forum, this session will guide delegates through each stage of the AGAR process, from preparing year-end accounts and supporting documentation through to completing the Annual Governance Statement and Accounting Statements.

Using real-world examples and practical guidance, delegates will gain a clear understanding of key requirements, common pitfalls, internal controls, audit expectations, and how to ensure compliance with the Joint Panel on Accountability and Governance (JPAG) Practitioners’ Guide.

By the end of the course, delegates will:

  • Understand the purpose and structure of the AGAR.
  • Be able to prepare for year-end and gather the required evidence.
  • Understand the Annual Governance Statement assertions and supporting controls.
  • Complete Accounting Statements accurately and confidently.
  • Understand the year end roles of the Clerk, RFO, council members, internal auditor, and external auditor.
  • Identify common errors and how to avoid them.
  • Ensure compliance with statutory requirements and audit expectations.
